The surf in summer in the Algarve takes place on the West coast for the most part. The swells are smaller and the period usually shorter. This leaves the South coast to go in summer holiday tourism mode. Most South coast beaches are ideal for sunbathing in summer. The wind is offshore and the water nice and quiet.
